Manilla folders make a great low-cost card base. Decorate your cutout cards with cardstock holly leaves and red buttons for a bit of cheer. Would make a great christmas card too!
Use a star punch for the tree, and a regular hole punch for the ornaments! Then use a zigzag stitch to tie it all together!
If you have alot of cards to make this would be super easy.
