Start attaching-pebbles use hot glue,but if little hands are sticking them down, you can also use a super-strong double-sided tape, such as the type used to lay carpets. It’s entirely up to you how closely you’d like to pack those pebbles, as the grouting you’ll use to finish the effect will fill in any gaps.

shrinky dink DIY silhouette picture. If you don't have actual Shinky Dink™ plastic sheets just use a clear piece of #6 plastic from a plastic deli or salad container and a permanent marker. Bake at 350° in a preheated oven and watch it closely, as it shrinks up rather quickly. Don't worry when you see the plastic writhe and twist during the baking/shrinking process - it will flatten back out. (:
