We have done this and it is so easy and looks so eerie and awesome: take a black trash bag cut it open up one side so you have one wide plastic sheet. With sharp scissors cut strips about 1 in. wide vertically up to the long edge of the sheet, stopping about 1.5 inches from the edge. Twist and stretch the strips with your fingers, to give that spooky look. Attach anywhere at the uncut edge.
