Dated to circa 1947, French label, black cartwheel hat with water resistant rayon ruffles. The ruffles are designed so that the hat will not be ruined during unexpected rain shower. In 1909 a bill was introduced in the Arkansas legislature which copied an Illinois law limiting the length of pins to 9 inches or making ladies take out permits to possess longer ones. The pins were considered deadly weapons. As a result ladies had to cut their pins to the shorter length if they wanted to wear them in public. (American Hatpin Society)

Straw cloche flapper hat, mid 1920s Milliner Caroline Reboux designed the cloche hat in 1907. It had a high crown worn deep on the head, sometimes nearly covering the eyes, and it was usually short-brimmed. Cloches became fashionable around 1915 during WWI, when expensive elaborate attire was considered unpatriotic. Suited new cropped hairstyles.
