3 parts water to 2 parts flour. Put it in a pot and bring it to a boil, whisking while it heats to remove lumps. Let it cool and run string through the paste then wrap the string around the balloons. Let dry at least 24 hours then remove the balloon. These can NOT get wet so they have to be displayed indoors.
