any idea what is holding the outer layer out?
I would say a specialized crinoline. If you check out my "Stuff I Love" board, there is a picture of four different crinolines from the 50s,
I suppose it could be that. It still looks so transparent, but it almost seems to have a tulle tutu.
You're right, here it does. If you click on the picture and follow the link, there is a photograph showing a woman wearing the gown. You can see the cage under the dress. Quite interesting.
