It's because he wouldn't have been able to take Rory with him. He had already seen that Rory had died, presumably without ever seeing the Doctor again, and so if he took Rory away from Manhattan he would rip a hole in time and space (again). Amy created a fixed point in time by going back and being buried with Rory, because The Doctor and River read her name on the gravestone. It became a fixed point in time: He could go back and see the Ponds again, but they could never see him.
