The child's mother, 22-year-old Shelby Nicole Dobson, was arrested and charged with being a fugitive from justice, which is a felony. The Kill Devil Hills Police Department issued the Amber Alert around 7 p.m. Saturday after Neviah Faith Dobson was taken by her mother. Police say Dobson did not return Neviah to a foster parent."
