This is "Vicki" (1964) by the famous Pop Art artist Roy Lichtenstein. He created several paintings that used a comic book motif, which is the usage of Ben-Day dots to fill in space. This process was named after illustrator and painter Benjamin Henry Day, Jr. but was considered the hallmark of Lichtenstein.
