Could probably use wax and blue dye to paint an ordinary diffuser panel. These cost more than 50 bucks. Plain panels cost less than $10 bucks at hardware stores. You could also attach a sheet of cloud-printed tissue paper (from Dollar Tree) to the back of the panel.
