How are the balloons placed on the ceiling because I know that tape can ruin the paint... What is used in it's place??

Maybe you could tie each individual balloon string on to a longer string the length of the room and then just use push pins on the ends of the longer string.
Looks like these people had a drop ceiling and they tucked the strings into the tiles.
Thumb tacks will hold them up perfectly.
blu tack would work - they arnt heavy
Are they blown up by mouth or heilium?
Place a marble,penny, or glass rock in the balloon once blown up. This will keep them in the downward position! Learned from another pintrest pin!
Non-helium balloons will stay in downward position.
If you put a marble or a penny watch out when it pops, could hurt someone. I suggest glitter or confetti. Just sweep it up if it pops.

*work* in a party supply store and trust me, people would be convinced that if they blew the balloons up themselves, the balloon would still float. I look forward to the day our lungs have helium! Lol
