Every day you draw a students name and without telling anyone who the superhero is say I am watching my secret superhero today! At the end of the day if the secret superhero has followed the rules with minimal redirection and done a great job they get a reward. If they are not on their best behavior tell the class the secret superhero needs to try harder. If they do not get the reward at the end of the day nothing is said to the student and the kids know to all try harder tomorrow.
