Although rural populations in Asia are projected to remain stable over the next 20 years, urban populations are likely to increase by 60% before 2025, which affect prospects for water scarcity.

Reducing rural poverty requires better allocation and distribution of water to increase the output of staples. Rice and horticulture create much employment income for the poor, but are heavy users of water.

In sub-Saharan Africa, 83% of the urban population and 46% of the rural population have access to a water supply.

Recent estimates from the Ministry of Water and Livestock Development in Tanzania indicate that only 50% of the rural population and 69% of the urban population in Tanzania have access to reliable water supplies.

Lake Victoria's catchment area comprises 193,000 km² with Tanzania occupying 44%, Kenya with 22%, Uganda has 16%, Rwanda 11% and Burundi 7%.
