(though the bolts into the plaster would be a mess and a no-no) A free-standing one would be ideal. One sideways like this for towels in the bath. One up on end for boots at the front door.

    Okay - Crates from Joann's $11.99 each. 4 1-2" dia wood balls. Glue 4 balls at the bottom of the bottom crate for feet. Stain everything like these. Stack next to the door & fill with towels.

"Paint all the shiny brass knobs with Rustoleum Oil Rubbed bronze spray" I happen to greatly dislike shiny brass. I far prefer silver and bronze. If I could, I would be doing this to every piece of shiny brass in the apartment from the bathroom fixtures to the curtain rods. I am sucking it up on the bath fixtures. The rods are being changed out bit by bit.
