The re-purposed toilet paper rolls would be good with different colored glow sticks in them to shine through the eye wholes.  Then I'd put them in the flower beds in front of the porch. Easy DIY

Glow Eyes: Take old toilet paper rolls and cut out eyes in them. Place glow sticks in them. Then place them in random bushes late at night and freak out the people passing by.

Frozen surgical glove as ice for a punch bowl- ghostly ice cube - fab party idea! But will it taste like latex? That will be the kicker!

Halloween creepy party punch, freeze water in a surgical glove for a scary ice cube. I've always liked this idea. You can also fill the glove with the punch so the ice doesn't water it down. Note: make sure NOT to use the powdered gloves.

Glow stick in a balloon, then blow up, then draw black eyes and cover in cheese cloth. You could blow up the balloons with helium tie them to a golf tee and stick it in the ground. That would be a real floating ghost!

Insert dowel into an plastic-foam ball. Cut up both sides of white garbage bag; lay over the ball. Layer one yard cheesecloth over bag. Gather below the plastic-foam ball and tie with ribbon. Use safety pins to attach edges of ghosts together.
