Port of Burlington, Iowa on the Mississippi River - this is the most recent severe flood in Burlington, although as this story opens, another flood, this one fictional, has occurred. Since the town is built on a series of hills and the downtown is a valley in between, the water doesn't reach most parts of town, although it hits the riverfront. However, Illinois farmland is on the other side. It is mostly flatland, so when the waters rise, they cover that area for miles.
