Six years after mentally disabled Otto Zehm died at the hands of Spokane police, Mayor David Condon delivered a hand-written letter of apology to Zehm's mother.  Otto was 36 in 2006 when he was mistakenly accused of theft, beaten, hog-tied and Tasered by police. Zehm committed no crime, but died two days later. The written apology was part of a settlement. It also called for a payment of $1,670,000, better training for police, and a pavilion in a Spokane park to be named in honor of Zehm.
