The Commutation Act of 1784 was introduced by William Pitt the Younger in response to the tea smuggling trade. Tea smuggling had been an extremely profitable enterprise due to the high rate of tax on tea. The Act reduced taxes from 119% to 12.5% which made legitimate sales of tea more lucrative for companies such as Twinings and for the British East India Company. It proved a success and it ended a hundred years of the tea smuggling trade.
