This picture demonstrates inequality, which is seen throughout the movie, especially in the jail, where we see people being innocently framed for things they haven't done, just because of their social status. This shows us that the world will always be conflicted by inequality, no matter where or who we are.

Remember though they can if they want to. Just don't force them. Chances are though no one wants to listen to people's bullshit.
