The Saio were imperial princesses of old (Heian era) who were appointed head priestess of Ise Grand Shrine. When one Saio died and a new one had to be chosen from amongst the current emperor's daughters, the one picked to be the new Saio was carried in a lengthy procession out of Kyoto and to her new home at the Saiku palace in what is now Meiwa. This matsuri honors that procession and tradition.
