Stealing is when you take something that wasn’t yours and pass it off as your own. He always made it known who the songwriter was. So that doesn’t apply to Elvis. 

There is no evidence of Elvis ever trying to say the music was written by him. He always gave credit to people who wrote / made the music, including interviews throughout the 50s, & in his 1968 comeback special he spoke of how he got his singing style from black artists. Then in 1969 he credited Fats Domino as the real king of rock & roll.
