Photo shows New York City Deputy Police Commissioner John A. Leach, right, watching agents pour liquor into sewer following a raid during the height of prohibition. Photo dates to the 1920s.
Prohibition agents pour liquor into he sewer while the New York City Deputy Police Commissioner looks on, 1921. This posed photograph captures the action and the proposed spirit of the 18th Amendment and the Volstead Act, one of the most controversial pieces of legislation in American history. In reality, matters were not nearly as simple as this publicity stunt seems to indicate. Source: http://www.neh.gov/divisions/public/featured-project/american-spirits-the-rise-and-fall-prohibition
