This happens when a number of waves catch up to each other at beach fall and create a stacked effect. When I was body surfing in Hawaii I'd see this happen with two waves, rarely three every day. I think this is four waves which is beyond my experience.

Wave after wave... ... and a little, teeny person awaaay up high, atop one of those waves. Ah - I can hear the sea gulls now, and feel the salt-spray on my face. Bliss!
