Congress Voting Independence, a depiction of the Second Continental Congress voting on the United States Declaration of Independence. Oil on canvas.
In 1775, representatives from the original 13 colonies (DE, PA, NJ, GA, CT, MA, MD, SC, NH, VA, NY, NC, RI) began the second Continental Congress in Philadelphia. This Congress managed the war effort and ultimately produced the Declaration of Independence in 1776.

The Second Continental Congress was a meeting between delegates from the 13 colonies. It succeeded the First Continental Congress. The second Congress took over the colonial war effort. It also adopted the Declaration of Independance.
At the Second Continental Congress, the colonies decided to finally send larger message to King George III. They agreed to have the Declaration of Independence written. It would be written by Thomas Jefferson, decidedly the best writer of the delagates.
