Philip Herbert, 4th Earl of Pembroke and 1st Earl of Montgomery KG (10 October 1584 – 23 January 1650) was an English courtier and politician active during the reigns of James I and Charles I. Elizabeth I: The Rainbow Portrait. Painted ca. 1600 when she was in her 60's and is attributed to Isaac Oliver. The most symbolic painting of the Queen, the ageless Elizabeth appears dressed as if for a masque… wearing symbols out of the popular emblem books: the cloak with eyes and ears, the serpent of wisdom, the celestial armillary sphere, and carries a rainbow with the motto non sine sol iris ("no rainbow without the sun").
