How to Cut Wine Bottles for Crafts, from wikiHow.com

Clean & de-label an empty wine bottle. Use a glass cutter to make a light cut around the bottle. Break the bottle cleanly by alternating between a boiling hot bath & ice one. Back & forth will stress the cut line. Sand down the edges. Use window screen & cut a little hole in the center for the cotton rope to go thru. Make sure the rope hits the bottom. Tie a knot to secure it & insert the screen piece inside the inverted top. Plant your favorite herbs & fill the bottom with water.
