The tax rate sounds high, but very, very few people or corporations paid the top rate back then - just as very few pay top rates now. This was a time of decreasing inequality and rising wealth for nearly all. Given the low tax rates on wealth today, even a small increase in taxes for the top .5% would make a big difference.
