At least 18 people have been detained in the Democratic Republic of Congo (DRC) over an alleged plot to fuel public unrest against the government of President Joseph Kabila. The detentions came after police broke up a press conference in the capital of Kinshasa, which was called to announce the creation of a new civil society group.
