This is concrete slab foundation the originally had carpet. We pulled the 20+ year old carpet & carpet nail strips, patched the concrete when holes were made in pulling up the nail strips, then washed with TSP (I use this all the time, but read the caution label) & rinsed. There was still some of the carpet glue left. I also took the opportunity to paint the walls & trim before starting the flooring.

My paper flooring technique from what I've read in various places online (google search paper bag flooring...sorry I'm not giving credit...I just don't remember them all) & what I learned personally. I didn't want to wait to gather enough paper bags from the grocery store...so ended up with a roll of brown shipping paper. I tore (not cut) the paper into pieces approximately the size of 1/2 to full sheets of writing paper. Really random sizes, but nothing too large...then crumpled them up (like they were going in the trash) and put them in a sack. It's a great idea to put straight edged pieces (from the sides of the roll) in a seperate sack for use on the edges of your room. I then mixed Elmer's All-Purpose Glue with water (50/50) into a large bowl. I used gloves simply to avoid glue on my hands. :)

Dip the crumpled up piece of paper into the glue mix. It will somewhat soak up the mix like a sponge...squeeze the paper "dry." Uncrumple & lay on the floor, smoothing from the middle to get out the air bubbles & paying special attention to smoothing the edges down as well. Smooth the paper all the way out. Don't try to leave wrinkles...the "wrinkling" that you see when dry is from the crumpling creasing the paper. Overlap a little to avoid voids in the paper, however there is no problem laying new wet paper over dried sections. See next picture for more...

Hang your wrapping paper on the back of the storage closet door for keeping during the holidays; just remove and use when needed. Install hooks, place dowels, and hang (ribbon spools too, and hooks for tape, scissors, etc).
