The use of a fast shutter speed here captures the whole picture. There are lines that move up towards the top, but because of the fast shutter speed, they are caught in time. All the water droplet seem to be caught in time, allowing us to get a real sense of form from the photo. The speed of the shutter also allows us to put emphasis on the child in the middle of the photo.
