Woodrow Wilson (1856-1924) was President van Amerika in 1913 tot 1921. Duitsland wou Mexico tegen Amerika opzetten door een telegram te zenden. Engeland ving dit telegram op en stuurde dit naar Amerika. Dit was een reden voor Wilson om Duitsland de oorlog te verklaren in 1917. Na de oorlog kwam Wilson met het voorstel van de Volkenbond, want dit zou nooit meer mogen gebeuren.
