This is the "Whomobile", yes that's a thing - because anything 1960's Batman could do, the third Doctor did better. It's real name was actually "The Doctor's car" or "Alien", because "Whomobile" is a pun on the title of the show. Commissioned by Jon Pertwee "The Whomobile" was built by the Doctor and was a hovercraft that could fly!!! It was used in the episode "Invasion of the Dinosaurs" and "Planet of the Spiders".

The Whomobile The Whomobile was a low hovercraft type vehicle that was also capable of flying. The car itself was commissioned by Jon Pertwee and was only seen in the 1974 season 11 stories “Invasion of the Dinosaurs” and “Planet of the Spiders”.
