    Bill's was founded by Ethel Richardson and Alton Batts, who opened the first Bill's Barbecue in 1930 in Norfolk. Ethel Richardson came to Richmond in 1931 and opened a location. After a couple of years, the restaurant was relocated In 1943, Ethel Richardson's nephew William Stephen Richardson Sr. acquired the business and ran it until the early 1960s, when he retired and his son took over.At one point, Bill's operated 13 restaurants.
