I presume you get a small balloon, cover half in chocolate...wait for it to set and pop balloon. Then make chocolate handle and attach with melted chocolate.
Yeah, I'd say don't actually fill it with hot chocolate. These are usually used for mousse or even ice cream. You could fill it with *frozen* hot chocolate. But hot chocolate would make a grand mess.
the "hot" chocolate inside uses PEPPER for the Hotness.. it is NOT heated

I had one of these at the Roosevelt Hotel in Hollywood except it hat Kahlua soaked cake topped with Kahlua chocolate mousse. TASTIEST DESSERT EVER!!
