Sally Milgrim hat ca. 1940. The late 1930s brought a revival of the diminutive hats popular in the 1870s. Newly dubbed "doll hats," the small creations, frequently trimmed with flowers and veils, perched at an angle above the brow. Despite the critics who deemed the small size of the hats frivolous, Sally Milgrim and other designers produced versions at a range of prices.
