      Baby owl? Many people seem to think so. But no, this is an adult Northern Pygmy Owl. They are a mere 7 inches. In fact, there are many very small owl species. One thing to understand is that birds grow to their full size first, then they grow their flight feathers before fledging from the nest. Nestling owls are covered in down. They do not grow their feathers until adult size is reached.
