    An easier way to do this is with frosting out of the tub. The candy "ornaments" stick well. You also don't have to bake anything. The inside of the cone would remain hollow.

Upside-down ice cream cones as Christmas trees. What a neat thing for little kids to create! Great idea also for teachers/students.
