History- Before the Social Security Act, in the 1800s, the only way elderly people would still have a living was if they had family to care for them or money to pay for medical and living. Throughout that time it became difficult since America was expanding and people did not want to care for their old folks. Eventually charitable homes were made to care of the elderly as the first retirement homes.
