Use glue, salt, and watercolor. The glue makes the colors rise from the paper and the salt creates a 'starburst' look.

Water color crayons. Shaved onto the paper with a sharpener, then sprayed with water and sandwiched between paper and ironed. I loved doing this as a kid!
