This is what I want to make for my kitchen/dining window treatments. These are called Butterfly Swags! Envision the main fabric itself done in a burlap with contrasting bands done in grosgrain ribbon....a fixed window treatment that does not need to be adjusted. I would include either pleated shades or mini blinds beneath the panels. A bit casual but different!
