1920's speedster with wire wheels and chain drive.There does not seem to be a radiator in the front but a cooling device of some sort on the rear of the hood at the top of the cowl.

Simplex Zip:  George Robertson (Who won the Vanderbilt Cup Race with it), show what the shortened-chassis sprint racer looked like. It was a bare bones racing car meant for short sprints and match races.
