Keep seeing this incorrectly labelled: should be "The Houses of Parliament, from [the] Clock Tower, 1934", by E. O. Hoppé (not from Victoria Tower). That spire in the foreground is the 'Central Tower', Victoria Tower is behind it (former storage place for Parliamentary records), which is why it can't be 'from it'. The Clock Tower/Elizabeth Tower (the one with Big Ben in) overlooks the other two. These windows are just above the clock faces. No biggie!
