I wasn't really upset, but the rest of this holds true. In a way though it was Rose. I think the Moment developed sentience when Rose became the Bad Wolf and scattered herself across time and space. We always think forward, but that doesn't mean she wasn't scattered past the Ninth Doctor's beginning. I think Rose was there, as the Bad Wolf, as the Moment.
