    Success. only with small dollar store pebbles river rock doesn't work. Glue Gun, Scissors and Shelf Liner (or mat) in a matching color. Do not use a rubber mat because there are holes in it and hot glue takes hours to remove!

The materials used for one stepping stone breaks down to about $1.50! You use shelf liner (Wal-Mart, $3.00); hot glue; river rocks (from dollar store). Cut out rectangle of liner. Lay out pattern. Glue in place. Glue in background rocks. Trim liner. Voila! Can be used as stepping stone in garden!
