Cost of Living in Vancouver isn't as bad as it seems when you lay it out like this... it's all relative I suppose.

    I feel like it's a matter of supply and demand. I know there are a lot of places in North America where the cost of living shoots up when the price of a resource shoots up (see North Dakota - Natural Gas or Alberta - Oil Sands) this is usually the symptom of a mass of people moving into an area that isn't equipped to handle it. I assume that the same thing is happening in Luanda.
