love the shape of this skirt, but I would personally use a different fabric to up the steampunk factor on this skirt. Pinstripes, wide stripes, brocade, velvet, leather, linen, lace, raw silk ... now I'm wanting to go fabric shopping.

How to sew a Victorian style skirt with two layers, the top one being adjustable with string in the panels. It's much easier than you would expect. Basically 2 six panel skirts with ruffles, the top one having strings sewn into the seam allowances. You can make a bustle by pulling up a couple in the back all the way to the top, wear it with the top layer all the way down, or pulled up part way as shown above.
