Senate Majority Whip and Vice President under LBJ, Herbert Humphrey's first, and perhaps biggest, breakthrough was the passage of the 1964 Civil Rights Act, which he managed in a Senate obstructed by southern filibusterers. In working for that legislation, Humphrey skilfully combined his talent as a soft-spoken, behind-the-scenes negotiator with a rhetorical hard sell focused on the media. With his support, federal aid to farmers and rural areas increased, as did the new food stamp program. . .
