When I first started running outside I set one goal 1.5 miles, no stopping. No matter what. Low and behold I did that everyday for a week and by the end of the week my fastest mile was 9 minutes and 34 seconds (9'34) Set a goal and then DON'T STOP even if you slow to a jog, that's fine at least you are out there.
