A group supporting the Troy, Michigan library worked with an advertising agency to develop a provocative campaign to get a 0.7% tax increase passed. They fought anti-tax crusaders by taking surreptitiously taking over the conversation to get the tax measure voted DOWN. Instead of focusing on refuting a political argument (NO NEW TAXES) it focused the voters' attention on getting citizens thinking about what they really valued in their community. And it worked.
