Plan China's pilot Universal Birth Registration (UBR) project in Qi Shan county. The project has been such a tremendous success, with registration numbers rising from 41% to 99% within the 1-year period of the pilot, that it is now being upscaled. During 2008 it will expand to reach five of China's provinces. Plan and its Chinese authority partners are planning to extend the programme to all provinces within 5 years.
Universal Birth Registration is so crucial for girls in the developing world. It allows them access to health and educational entitlements, legal status, and helps prevent illegal underage marriage and trafficking. Great strides are being made through the partnerships of NGO's and governments.
